(A) A City Planning Commission is hereby created. It shall consist of five appointive members, all of whom shall be residents of the city. The five appointive members shall be appointed by the Mayor with the consent of the Council, and shall serve for terms of three years, the terms to be from January 1 to December 31, or until their successors take office.
(B) All such term appointments thereafter shall be for a period of three years. Appointments to fill vacancies occurring during a term shall be for the unexpired term only. When the Commission is first appointed the terms of one-third of the members shall be for three years, one-third for two years and one-third for one year. The members shall serve without compensation.
