(A) Requirement. No person shall operate as a private security officer or engage in business as a private security officer without having first obtained a license or permit issued pursuant to the provisions of this chapter.
(B) Issuance. The city shall grant permits to private security officers and licenses to private security companies who comply with the provisions of this chapter.
