8-2-1: WATER SYSTEM, PUBLIC UTILITY:
The city water system is a public utility owned and operated by the city. It is the responsibility of the mayor and city council to see that it is operated in a businesslike manner and in accordance with ordinance provisions and other policies adopted by the council. (1985 Code § 17-201)
