(A) No billposter shall scatter, daub or leave any paste, glue or other like substance used for affixing bills upon the public sidewalk or pavement nor scatter or throw any old bills or waste material removed from any billboard on the surface of any street or way, nor on the surface of any private ground.
(B) Whenever any papers or bills shall become loose from any billboard, the papers or bills or posters shall be taken to some convenient place and immediately be destroyed by the owner or operator of such billboard.
