§ 114.05 REMOVAL OF BILLBOARDS.
   (A)   City authority. All billboards erected and maintained by licensed billposters shall be under the supervision and control of the Mayor and City Council and shall be removed whenever the Mayor and Council shall so direct.
   (B)   Failure to remove. Any billposter having erected or maintained such billboard who shall fail to remove the same within 24 hours after having been directed to do so by the Mayor and Chief of Police shall be guilty of an offense.
