(A) No billposter or other person shall post, or in any manner put any written or printed bill, notice or advertisement upon any gas, telephone or other post or pole or public building within the city or upon any private building or fence within the city, or in or on any auto or other vehicle without first having obtained the consent of the owner or lessee thereof.
(B) Any billposter or other person violating the provisions of this section shall be guilty of an offense.
