For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BILLBOARD. A surface or place prepared, built and established or used for the purpose of posting or painting of advertising matter.
BILLPOSTER.
(1) Includes all persons:
(a) Engaged in the business of or occupation of posting by tacking, pasting, posting, printing by paint, any advertising matter on boards, walls, posts, poles or other structures;
(b) Engaged in circulating and distributing or throwing advertising matter upon the private premises or the streets or alleys of the city; and
(c) Throwing, leaving or placing any samples, bills, posters, pictures or any other thing made or devised for the purpose of advertising the business of any person.
(2) Nothing herein contained shall be construed to apply to the painting of a store, office or other sign by sign painters when the painting of such sign is done on the premises used, occupied or owned by the person authorizing the painting of such sign. Nothing herein contained shall be construed to apply to the posting of legal notices by public officers or attorneys in the manner and in the places prescribed by law, nor to the distribution of handbills or posters by local merchants or other local enterprises; provided, such distribution is in strict accordance with the city ordinances.
