The cemetery shall constitute a separate department of the municipal government. All revenue arising therefrom shall be applied as required by law or Council action. The City Clerk shall keep a separate account of such funds as are paid out and received into the treasury and all warrants drawn against the fund shall state on their face the fund drawn against and the date for and for what purpose.
