Empty lots in the cemetery shall be conveyed by a certificate of cemetery lot conveyance signed by the Mayor with the City Clerk and recorded in the office of the City Clerk. The certificate shall be signed by the current record owner of the lot and notarized. If the current record owner is no longer alive, then the executor or administrator of the estate of the current record owner may transfer the lot provided that a copy of the letter of administration or execution is recorded along with the certificate. This certificate shall vest in the purchaser and his or her heirs a right to the lot or lots for the sole purpose of interment. All abandoned lots or spaces of lots shall revert to the city.
