Any person who wishes to adopt an animal from the pound must not have a record of having treated animals under their care with cruelty or neglect. Such persons wishing to adopt animals from the shelter must have the means to care for the animal in a humane manner. A person may be denied the opportunity to adopt an animal from the pound if a city employee has evidence to believe that the person has such a record or does not have adequate means to care for the animal.
