§ 98.09 DOG REGISTRATION AND TAXATION.
   (A)   Registration required. It is the duty of every owner, keeper or harborer of any dog three months of age to cause the dog to be registered and the license tax paid. The license fee must be paid when the dog is brought into the city limits or when a dog residing within city limits reaches three months of age. Dog owners shall have the option of registering their dogs annually or by purchasing a lifetime dog registration.
   (B)   License tax imposed.
      (1)   There is hereby imposed a license tax in the following amount for each dog:
         (a)   Annual dog licenses.
            1.   For an unaltered dog, $10;
            2.   For a spayed/neutered dog with documentation, $5; and
            3.   For any dog whose owner is 65 or older, $5.
         (b)   Lifetime dog registration.
            1.   For an unaltered dog, $60;
            2.   For a spayed/neutered dog with documentation, $30; and
            3.   For a service dog as covered by the Americans with Disabilities Act, being 42 U.S.C. § 12101, the license tax is waived.
      (2)   License taxes will not be prorated if a dog is registered during the year. All annual registrations are valid until December 31.
   (C)   License tax included in adoption fee. If a dog is adopted from the city’s dog shelter, registration shall be done at the time of the adoption and an annual license tax shall be considered part of the regular adoption fee. The owner shall be responsible for renewing the dog’s registration by January 1st of the next year.
   (D)   Manner of payment. It is the duty of each owner, keeper or harborer of any dog within the limits of the city to apply to the City Clerk on or before January 1 of each year thereafter for an annual license as herein provided, and to furnish to the City Clerk a description of the dog together with a certificate from a licensed veterinarian who has theretofore vaccinated the dog for rabies as to the fact of such vaccination. The applicant should thereupon pay to the City Clerk the license tax herein provided. Upon application and payment of the license tax, the City Clerk shall issue a receipt which shall contain a description of the dog upon which the license tax was paid.
   (E)   Disposition of fees. All monies collected from license fees by the City Clerk as hereinabove provided, which shall be paid to and received by the City Clerk, shall be paid into the city treasury, and used for the purpose of animal control.
