§ 98.04 GROUNDS FOR REVOCATION OF PERMIT LICENSE.
   (A)   Requirements. Any permit license granted under this chapter may be revoked for failure to comply with any of the following requirements.
      (1)   All animals or poultry shall be confined at all times when not in use, or under the immediate care and supervision of the owner or keeper, within a suitable pen or other enclosure built and maintained in such manner as to reasonably ensure that the animals or poultry will not escape and trespass upon property belonging to other residents of the city.
      (2)   The permit license holders herein provided shall at all times maintain the pens or other enclosure above referred to in a clean and sanitary condition at all times.
      (3)   The permit license holders shall further cause all feed kept on the premises for the animals and poultry to be stored and kept in a rat-proof, fly-tight building, box, container or receptacle.
      (4)   A permit license holder must allow inspection of any and all of the premises where the animals or poultry are confined or kept, by the Chief of Police or animal control officer at any reasonable hour of the day.
   (B)   Complaint; notice to violator. Any complaint received by the Mayor, Council member, City Clerk or police of the city to the effect that a permit license holder has violated any of division (A) of this section shall be reported to the animal control officer and the Chief of Police who shall immediately proceed to inspect the permit license holder’s premises upon whom the complaint is lodged. If in their opinion the complaint is justified, the officers shall notify the permit license holder to correct his or her omission within ten days or they, the officers, shall proceed to apply for cancellation of the permit license as hereinafter provided.
