§ 31.20 CITY CLERK.
   (A)   Consolidation of offices. The offices of the City Clerk and City Treasurer are hereby consolidated into one office, and the legal and administrative duties of the Clerk and the Treasurer shall be performed by one official to be known as the “City Clerk”.
   (B)   General powers and duties. The City Clerk shall have and perform the following powers and duties:
      (1)   Attend meetings of the City Council, keep a journal of its proceedings, enter at length all ordinances passed by the Council in the ordinance book, and keep the seal of the city and affix it to documents as provided by applicable state law;
      (2)   Collect or receive revenues and other monies for the City as provided by law or ordinance, and deposit all such monies in depositories designated by the City Council. Such monies shall be disbursed only in accordance with law. He or she shall keep proper books of accounts and other financial records, properly recording all financial transactions; and
      (3)   Have such other powers and duties as may be prescribed by law or ordinance.
   (C)   Keeping records. The City Clerk shall keep appropriate records, papers or documents belonging to the city.
   (D)   Making reports. The City Clerk shall report to the Council on the activities and financial transactions of his or her office as required by the Mayor and Council.
