§ 31.03 ELIGIBILITY; QUALIFICATIONS.
   (A)   Elected or appointed city officers. All officers elected or appointed to office in the city shall be residents of the city, and shall have such other qualifications as the ordinances may prescribe.
   (B)   City Council members. Members of the City Council shall be residents and registered voters of the city, and Council members shall be actual residents of their respective wards.
