§ 31.02 APPOINTIVE OFFICERS, PERSONNEL.
   (A)   Appointments. The Mayor shall appoint, by and with the consent and confirmation of the Council, such other officers and employees as the Mayor and Council deem necessary.
   (B)   Compensation. The salaries or other compensation to be paid to all other officers and employees appointed by the Mayor, with the consent and confirmation of the Council, shall be determined by motion or resolution adopted by the Council, and may be changed from time to time in the same manner.
