(A) Careful driving. Any person driving a vehicle on a public road or way shall drive the same in a careful and prudent manner and at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface, and width of the public way and any other conditions then existing.
(B) Attention to driving. The operator of every vehicle while driving shall devote his or her full time and attention to such driving.
