§ 71.08 ONE-WAY ROADWAYS AND ROTARY TRAFFIC ISLANDS.
   (A)   Council authority to designate. The City Council may designate any road, street, alley, or highway, or any separate roadway under their jurisdiction for one-way traffic and shall cause appropriate signs giving notice thereof, to be erected.
   (B)   Compliance with directions. Upon roadway designated and signposted for one-way traffic, a vehicle shall be driven only in the direction designated.
   (C)   Driving to right of island. A vehicle passing around a rotary traffic island shall be driven only to the right of such island.
   (D)   One-way streets designated. There are established one-way streets in the city for the protection and safety of school children going to and coming from public schools in the city. The streets to be designated as one-way streets and the hours that the streets are designated as one-way streets and the direction of the flow of traffic are as follows:
      (1)   North Broadway Street is hereby designated as a one-way street and zoned as a one-way street, between the hours of 8:30 a.m. and 4:30 p.m., Saturdays and Sundays excluded, and the flow of traffic shall be in the direction of Ninth Street and away from Tenth Street between these hours;
      (2)   North Oak Street is hereby designated as a one-way street and zoned as a one-way street, between the hours of 8:30 a.m. and 4:30 p.m., Saturdays and Sundays excluded, and the flow of traffic shall be in the direction of Tenth Street and away from Ninth Street; and
      (3)   Grimes Street, between Butts Street and Warren Street, is hereby designated as a one-way street between the hours of 8:30 a.m. and 4:30 p.m., Saturdays and Sundays excluded, and traffic shall flow in a northerly direction or in the direction of Butts Street and away from Warren Street between the hours so designated herein.
