§ 54.02 COLLECTION AND ACCOUNTING.
   This charge shall be paid as provided herein by each and any person or corporation which purchases water from the city. This charge shall be collected and accounted for by the City Clerk. The City Clerk shall cause the charge or fee to be added and affixed to each and every water bill, which is prepared in the office of the City Clerk for those months.
