Except as provided in this section, it is unlawful for any person, firm or association to use the public streets, alleys and ways in the city for the transportation of garbage, trash or other noxious substances. At the times and under the regulations prescribed by the Sanitation Department, persons may transport over the public streets of the city and deposit in the city transfer station tree limbs, trees, rock, building construction trash and fill material. The Sanitation Department may authorize persons or firms to utilize the public streets and alleys, and to go onto the city transfer station to dispose of their own trash and refuse between the hours of 12:00 noon on Saturdays and 12:00 midnight on Sundays, and on holidays, such authorization to be in writing, but to be subject to revocation by the Sanitation Department without notice.
