All garbage cans for wet garbage shall be emptied weekly at all times by the Garbage Department of the city or by the person under contract with the city to perform such work. Where restaurants, hotels, or other places of business accumulate larger quantities of garbage or refuse, the same shall be emptied weekly and shall be provided with a large enough volume of garbage cans to avoid becoming a nuisance.
