§ 53.04 GARBAGE ACCUMULATIONS ON PREMISES A NUISANCE.
   No person shall permit garbage or other refuse to accumulate on premises occupied by him or her in such manner that the garbage or other refuse becomes a hazard to the health or safety of others. Such an accumulation of garbage or other refuse is hereby declared to be a nuisance, and may be abated as such.
