The city, by its own personnel or by contract, shall collect and dispose of garbage and refuse in the city. The fees for this service shall be determined by motion or resolution adopted by the City Council, which fees shall be paid by all residents and businesses located within the city limits, and others desiring the service. Any fees or charges determined by the City Council prior to enactment of this chapter shall remain in effect until changed by motion, resolution or ordinance of the City Council.
