§ 51.01 WATER SYSTEM, PUBLIC UTILITY.
   The city water system is a public utility owned and operated by the city. It is the responsibility of the Mayor and City Council to see that it is operated in a businesslike manner and in accordance with ordinance provisions and other policies adopted by the Council.
