The proper regulation of the use of certain structures, lands, and waters, only through the use of the zoning districts contained within this chapter, is neither feasible nor adequate. Therefor, the following restrictions and regulations, which shall be applied in addition to the district regulations, are necessary to accomplish the intent of this chapter.
