It is required that any individual, corporation, or other entity desiring to operate any cable television system or any facilities therefor within the boundaries of the town, first obtain a franchise to do so from the Board of Commissioners. The franchisee shall be upon reasonable terms consistent with the rules and regulations of the Federal Communications Com-mission.
