All persons transporting waste material, construction material, or any manner of loose materials over the public or private roadways in the town shall ensure that such materials are not lost or scattered on or along the rights-of-way of such roadways. These materials shall be securely covered during transit in such manner as to prevent the loss thereof from the transporting vehicle.
