The Commission shall meet at least monthly and have special meetings which may be called by the Chairman or any two Commissioners upon giving a five day advance oral or written notice. The Commission shall elect a Chairman at its first meeting following its establishment and annually on its first meeting in July of each subsequent year. The Commission shall further elect a Vice-Chairman to preside over meetings in the absence of the Chairman. Action may be taken by a majority vote of the Commissioners at any properly convened meeting at which a quorum is present The Commission shall have the powers specified by the Kentucky Revised Statues.
