Any person holding himself out by sign, advertisement, or other representation to be engaged in any business for which a license is required hereunder shall be considered as being actually engaged in that enterprise and shall be liable for the fee therefor. Any local agent or local proprietor of a non-resident owner of a business requiring a license hereunder shall be liable for the fee levied upon such business just as if he or she were the owner thereof.
