§ 151.16 RECOMMENDATION BY HISTORICAL REVIEW BOARD.
   (A)   Upon the filing of an application for the establishment of a historic district or a landmark and landmark site, the Historical Review Board shall study and review the application.
   (B)   Before acting upon the application, the Historical Review Board shall give notice of the time, place and reason for holding a public hearing thereon by the publication in a newspaper of general circulation in the county, not earlier than 21 days or later than seven days before the public hearing.
   (C)   After notice of the public hearing as provided herein, and within 30 days after the filing date, the Historical Review Board shall hold a public hearing on the proposed application and recommend to the City Council that the application be approved or disapproved.
   (D)   After voting to recommend that an application for the establishment or a historic district or a landmark and landmark site be approved or disapproved, the Historical Review Board shall forward its recommendation, with its reasons therefor, in writing, to the City Council.
   (E)   All applicants and property owners shall be notified of meetings and subsequent decisions relating to their applications of property.

§ 151.17 ACTION BY CITY LEGISLATIVE BODY.
   The City Council shall act upon a proposed application for the establishment of a historic district or a landmark and landmark site after it has received the written recommendation thereon from the Historical Review Board and within 45 days after receiving the Historical Review Board’s recommendation.

§ 151.18 BUILDING PERMIT REQUIRED.
   The Planning and Zoning Commission shall issue no building permits for the construction, alteration or moving of any structure or premises, or change in exterior appearance of any structure and the Board of Adjustments shall take no action resulting in the issuance of any building permit for a landmark or landmark site or for a property in a historic district, except as expressly authorized under § 151.19(A) of this chapter.
