§ 151.16 RECOMMENDATION BY HISTORICAL REVIEW BOARD.
   (A)   Upon the filing of an application for the establishment of a historic district or a landmark and landmark site, the Historical Review Board shall study and review the application.
   (B)   Before acting upon the application, the Historical Review Board shall give notice of the time, place and reason for holding a public hearing thereon by the publication in a newspaper of general circulation in the county, not earlier than 21 days or later than seven days before the public hearing.
   (C)   After notice of the public hearing as provided herein, and within 30 days after the filing date, the Historical Review Board shall hold a public hearing on the proposed application and recommend to the City Council that the application be approved or disapproved.
   (D)   After voting to recommend that an application for the establishment or a historic district or a landmark and landmark site be approved or disapproved, the Historical Review Board shall forward its recommendation, with its reasons therefor, in writing, to the City Council.
   (E)   All applicants and property owners shall be notified of meetings and subsequent decisions relating to their applications of property.
