§ 151.15 APPLICATION.
   (A)   An application for the establishment of an historic district or a landmark and landmark site may be filed only by the Historical Review Board, the Planning Commission, the respective government body, the owner of the subject property or by a person with written authorization of the owner.
   (B)   Said application shall be filed with the Historical Review Board in such form and accompanied by such information as required by this chapter and the rules of the Historical Review Board.
   (C)   Upon the filing of an application by a governmental body, the Historical Review Board shall promptly notify the owner by certified mail.
