§ 150.17 COMPLAINT PROCEDURE.
   The following complaint procedure shall be followed.
   (A)   Whenever a petition is filed with the Mayor or his or her designee by a public authority or by at least five residents of the city charging that any structure is unfit for human habitation, occupancy or use, or whenever it appears to the Mayor or his or her designee that any structure is unfit for human habitation, occupancy or use, the Mayor or his or her designee shall, if his or her preliminary investigation discloses a basis for such allegations, cause to be served upon the owner and parties in interest of such structure a complaint stating the allegations.
   (B)   The complaint shall state: that a hearing will be held before the City Council at a place fixed in the complaint not less than ten days, nor more than 30 days, after the serving of the complaint; that the owner and parties in interest may file an answer to the complaint and appear in person, or otherwise, and give testimony at the time and place stated in the complaint; and that the Kentucky Rules of Civil Procedure shall not be controlling in the hearing.
