§ 150.16 ENFORCEMENT.
   The Mayor or his or her designee shall exercise such powers as are necessary or convenient to carry out and effectuate the purposes and provisions of this subchapter, including the following powers in addition to others herein granted:
   (A)   To cause an investigation of the structural conditions in the city in order to determine which structures therein are unfit for human habitation, occupancy or use;
   (B)   To administer oaths, affirmations, examine witnesses and receive evidence;
   (C)   To enter upon premises for the purpose of making examination, but such entries shall be made in such manner as to cause the least possible inconvenience to the person in possession;
   (D)   To appoint and fix the duties of such officers, agents and employees as he or she deems necessary to carry out the purposes of this subchapter; and
   (E)   To delegate any of his or her functions and powers under this subchapter to such officers, agents and employees as he or she designates.
