Within nine months of the promulgation of a national categorical pretreatment standards, the industrial waste water discharge permit of users subject to such standards shall be revised to required compliance with such standards within the time frame prescribed by such standards. Where a user, subject to national categorical pretreatment standards, has not previously submitted an application for an industrial waste water discharge permit as required, the user shall apply for an industrial waste water discharge permit within 90 days after the promulgation of the applicable national categorical pretreatment standards. In addition, the user with an existing industrial waste water discharge permit shall submit, to the City Engineer within 90 days after the promulgation of an applicable federal categorical pretreatment standard, the information required by this chapter.
