Each owner of a house, building, or property used for human occupancy, employment, recreation, or other purposes, situated within city and to which sewer service is made available by the city, is hereby required, at the owners’ expense, to install suitable toilet facilities therein and to connect such facilities directly with such available public sewer in accordance with the requirements of this chapter.
