(A) Each customer shall be entitled to purchase as much water as desired from the city, pursuant to such agreements as may be provided and required by the city. However, should a customer sell or dispose of a portion of his or her property or subdivide the same, he or she, or the new owner of any new tract, may not demand water and taps without paying connections fees for each such tract to be served.
(B) In the event that the total water supply shall be insufficient to meet all of the needs of the customers, or in the event that there is a shortage of water, the city or its manager may prorate the water available among the various customers, on such basis as is deemed equitable by the city or the manager, and may also prescribe a schedule of hours covering the use of water for specified purposes and for such appropriate period of time as may be necessary under the circumstances.
