(A) In order to pay the expenses of the solid waste disposal system provided for herein, there is levied the following rates and charges:
(1) Single-family residence per month: $2; and
(2) Each family unit of a multiple residence: $1.50.
(B) The charges as set forth in this section shall be added to the regular water bill of the user of the services and shall be due and payable therewith. Any resident not using city water shall be billed direct each month and payment due at the same time as water users.
