§ 50.02 SYSTEM ESTABLISHED.
   The City Council is empowered to establish a solid waste disposal system in order to dispose of all the solid waste within the city limits and may use city vehicles for the removing and disposal of said garbage or may hire, rent or contract trucks from private sources for the purpose of transporting or disposing of the same.
