§ 31.41 MEMBERSHIP.
   The Planning Commission shall consist of 12 members. The County Judge and the Mayor of the city, with the approval of their respective legislative bodies, shall appoint four members each, said members to be known as citizen members. Four members shall be known as ex officio members because of their elected public office. Said ex officio members shall be as follows: the County Judge and the Mayor of the city; and one of the administrative officials of the county and one from the city, selected by the Judge and Mayor respectively; or one member of each legislative body, selected by that body. All ex officio members of the Commission shall serve without compensation, but reimbursement of expense may be authorized. Citizen members shall serve without compensation, but reimbursement of expenses may be authorized. The term of office of ex officio members shall correspond to their respective official terms. The term of office of citizen members shall be four years; except that, the original terms shall be staggered so that a proportionate number serve one, two, three and four years, respectively. Reappointments or appointments to fill vacancies shall continue the staggered pattern. All vacancies, whether by resignation, dismissal or expiration of the term of office shall be filled within 60 days by the appropriate appointing authority as otherwise provided for in KRS 100.147. The oath of office shall be administered to all members of the Commission before entering upon their duties. The oath shall be administered as provided by law. A citizen member may be removed by the appropriate appointing authority for inefficiency, neglect of duty, malfeasance or conflict of interest. The removed member shall have the right of appeal in the manner prescribed by KRS 100.157.
