A Police Department of the city is known to have been established on or prior to 1-13-1947, as evidenced by City Council meeting minutes setting the monthly salary of the Chief of Police. However, such establishment was not recorded by ordinance in the minutes or such minutes having been lost, it is necessary to now establish a Police Department of the city and the same is hereby established by this subchapter.
