The annual salary of City Council person is established at 2% of the maximum allowable annual compensation of legislative body members of cities other than first class, as determined by the Department for Local Government each year. Nothing in this section shall prevent the legislative body by majority vote reducing or forgoing an annual adjustment to a lesser amount during their respective term of office. No increase in allowable annual compensation shall be effective prior to the first day of the succeeding fiscal year or the adoption of an annual city budget, whichever is later, after publication of the Department of Local Governments annual revision of maximum allowable compensation.
