All prosecutions for violations of ordinances of this municipality shall be styled “The City of Hobart vs. (naming defendant or defendants):”. Except as provided hereinafter, prosecution shall be initiated by the filing of written complaint subscribed and verified by the person making the complaint and setting forth concisely the offense charged and that those complaints requiring trial before the Municipal Court shall be approved for prosecution by the City Attorney.
