§ 32.106 PROCLAMATION OF EMERGENCY.
   Whenever the Mayor, after consultation with the Chief of Police, finds that a civil emergency exists and that invocation of the extraordinary powers conferred by this subchapter is necessary to ensure or to restore the public peace, he or she shall forthwith proclaim, in writing, the existence of such emergency.
