(A) Applications for appointment as a reserve officer may be obtained from the Chief of Police.
(B) All applicants for appointment must:
(1) Be at least 21 years of age;
(2) Not have been convicted of a felony or of a crime involving moral turpitude unless the applicant has been granted a full pardon by the proper authority;
(3) Have a valid license to operate a motor vehicle issued by the State of Oklahoma;
(4) Be willing to subject themselves to a complete background investigation, including military records, by the Police Department;
(5) Be a resident of the city or residing contiguous to an area where a reserve officer is needed;
(6) Not have, except for minor traffic violations where the accumulation of fines is $100 or less, a record of arrests leading to a conviction or guilty plea;
(7) Possess the high degree of emotional stability, personality, and tact required of a peace officer; and
(8) Maintain a condition of mental and physical health appropriate for the performance of peace officer duties and responsibilities.
