§ 32.045 POLICE CHIEF; ASSISTANT CHIEF.
   (A)   There is a Police Department, the head of which is the Chief of Police, or Police Chief. The Chief of Police is an officer of the city, and has supervision and control of the Police Department. The Chief of Police shall be appointed by the Mayor with the consent of the Council. All police officers are officers of the city.
   (B)   In the absence of the Chief, the Assistant Chief on duty shall command the Department and be held responsible therefor in all respects with the full powers and responsibilities of the Chief.
