The provisions of this chapter shall not apply to the following:
(A) Sales pursuant to a valid court order;
(B) Sales by merchants or business people from locations permitted by the zoning regulations of the city; and
(C) Sales by bona fide charitable, educational, cultural, or governmental institutions or organizations when the proceeds from the sale are used directly for the institution or organization’s charitable purposes and the property is not sold on a consignment basis.
