(A) There is hereby created a Board of Directors for the government and control of the library, to consist of nine members, appointed by the Mayor by and with the consent of the Council.
(B) The Directors shall hold office for a period of three years; provided that only three Directors’ terms of office shall regularly expire each year, and before May 1 in each year, three directors shall be appointed to take the place of the retiring Directors.
