(A) All moneys received for the library shall be deposited in the treasury of the city to the credit
of the Library Fund, shall be kept separate and apart from other money of the city and shall be paid out only upon properly authenticated vouchers of the Board.
(B) The Board shall have control of the expenditure of all moneys collected and placed to the credit of the Library Fund.
(C) For the purpose of maintaining and augmenting collections other than collections of printed books and periodicals, the Board may, in its discretion, expend moneys or incur obligations not exceeding in any one year 10% of the whole amount paid into the Library Fund for such year.
