(A) There is hereby created a Park and Recreation Board, consisting of five members appointed by the City Council, for overlapping terms of five years to serve until their respective successors have been appointed and qualified. The initial members shall be appointed for terms of one year, two years, three years, four years, and five years, with each member’s term being chosen by lot; thereafter the terms shall be five years for all successor members of the Council.

(B) The Park and Recreation Board shall have charge of the care, management, and control of all municipal parks and recreation areas. It may make rules and regulations governing the parks, subject to the enaction of ordinances by the City Council. It may also make such rules and regulations governing its operations as it may deem necessary, subject to approval by the City Council.
