Anywhere in this chapter where the word or words
HEALTH OFFICER are used, it may be construed to mean the Director of the County Health Department or his duly designated representative unless another person is designated by the Mayor. It is the intent and purpose of the Mayor and City Council to delegate the enforcement of the health ordinances of this city as set out in this section and any such decisions rendered under this section shall be subject to review by the governing council upon an appeal from an offender.
